I want to work at a dental clinic to get dental experience. But I've no idea how to go about this.

1. Is it alright if I just call local dentists, or should I send them a professional cover letter first?

2. Should I ask for a paid job or is it futile - better to say I will volunteer my time for the clinic? (I don't want to scare them off by asking for $$)

You don't know shiit, so asking for money would in your words "be futile." My advice is to call local dentists and let them know your are interested in dentistry and in doing xx number of hours of shadowing to learn more about the profession.

ok, be nice, he's asking a legitimate question, although you probably won't get any money for anything.

what you want to do is call up local dentists and ask if you can SHADOW him/her a few times (you'll want ~50hours)

Better yet, don't YOU have a dentist you go to? If you want to be a dentist i'd hope you would. Call him up and ask if you can shadow him for a few days.

honestly, no one is going to hire you for anything that will put you close to a patient...maybe sorting files in the basement but that's about it. You don't have the required training to assist a dentist.
