I have a 3.1 science GPA and got a 21 on the DAT. I was looking to apply this coming cycle, but I don't know if my stats are good enough. I have my shadowing hours in and think I am pretty well rounded in regards to extracurricular (jobs, volunteering, study abroad). I am doing a masters program this fall in biology as well.
 
Apply broadly and wisely. Gather a list of schools and get feedback from people. You should aim to apply to around 14 schools.

You apply one year, and start in the fall of the next year. OP is applying this cycle (2018-2019), will start a master's program this fall (Fall 2018), and if she gets accepted to a DS, she will start there Fall 2019. Everyone applying this cycle is hoping for a seat entering Fall 2019.

I am also retaking a pre-req class this summer. Should i submit my application after the class is over (beginning of august) or before. And does them not having my grade for the pre-req class or for my masters program impact how they see me as an applicant?

I have similar stats and I have received 3 acceptances so far! I had 8 interviews total and am still waitlisted at 5 schools. I applied to 15 schools total, I think you have a shot for sure! Good Luck!

Sure! I interviewed at UDM, Pitt, MWU-IL, LECOM, Stonybrook, Louisville, Touro, and ASDOH. I was accepted to Pitt, MWU-IL, and LECOM. Attending Pitt in the fall!!

Did you have 3.2 sGPA as Pitt requires it? or did you apply with 3.1sGPA?
