are u talking about the acidity? oc154? i might have diff version, but it is NO2 because it is more deactivating
 
OC 154? It didnt ask for reactivity it asks for acidity. And NO2 makes things very acidic
 
Sorry guys, yeah it's the o chem section and double oops on the reactivity part. is nitrogen more electron-withdrawing since it can take in more electrons to fill the octet? is that why it makes the compound more acidic than Cl?
 
No. Nitrogen feeds electrons through the inductive effect making the molecule more stabil as an ion. So taking off the proton or H+ is easier because of more stabilization.
