Hi! Why is the configuration R for the 2nd Carbon (the one attach to Bromine and a Carboxyl group)?

I thought Carboxyl group has higher priority than Cl or any halogens..

hello, i don't have the destroyer in front of me..but priority goes by element weight and electronegativity i believe..

Cl is heavier than C.
 
I think you meant O-chem 172. But anyways, you need to pay attention to the first atom attached. So in other words you don't look at the COOH group as a whole, but just at the C atom. When comparing C to Cl, obviously Cl is heavier, giving Cl higher priority.
