Can anyone tell me how Q 28 in orgo works for the destroyer?


In the answers, it says the (CH3)3 CO- K+/ (H3)3 COH goes to make an alkene, removing a bromine and a hydrogen.


What on earth is this thing?
 
and for the same question... why does Br add where it does? I thought that when adding HBr, that the Br goes to the most substituted carbon?? This is not what the answer shows...
