Am I missing something here?

Answer states to remove absolute value sign giving
(x-3)/2 > or = 5 and (x-3)/2 < or = -5
which gives
x-3 > or = 10 and x-3 < or = -10
x > or = 13 and x < or = -7
Why doesn't the inequal sign flip when we multiply both sides by two?
