Did bad sophomore year, how will this affect my chances?

Family issues happened my sophomore year and I didn't do very well because of that and my GPA tanked. I did well my freshman year and junior year. Should I explain this on my application?

Nope. It looks like excuse making. You're going to have to take it on the chin and save the explanationf or the interview. If your stats are not competetive right now, wait a year and improve them.
