Differences between NIH K Awards and VA CDA

I was recently asked by a student what are the primary differences, if any, between NIH K Awards and VA CDA. I have limited experience with the VA and never even considered it when going after such funding, so I didn't have a serviceable response. Can anyone provide information on the key differences between these mechanisms?

It is like the VA version of a K. Usually a little less competitive though I know things can vary by NIH institute.
