Suppose there is an autosomal recessive disease and there are two heterozygotes that mate. This produces the following

AA: 25%
Aa: 50%
aa: 25%

Now, if I were to ask "What percent are carriers for the disease?" would the answer be 50% or 75%. The question, more simply stated, is "Are those effected by the disease considered to be carriers of the disease?"

When speaking in the context of genetics, carrier refers strictly to the hetereozygotes of an autosomal recessive trait. Those who are homozygous recessive are generally referred to as "affected."
