Do accepted applicants receive a background check email before they get their actual acceptance?

Does this mean if you didn't get one by now, chances are you were not accepted? (ED applicant here). Do people ever get them after receiving an acceptance?

You get an acceptance letter first. Pay the deposit and only then start all the paperwork/drug test etc
