Do I count as in-state for Maryland?

No. You only count as in-state for the state you actually live in. For these purposes, I believe the state in which you are "in-state" is the one listed under "permanent address" on your AMCAS.

Ah okay. I saw on some threads that residency is pretty loosely defined for some schools, so I was hoping UMD would be one.

residency is not usually loosely defined, since it's determined by the state.
what is considered "close ties" may be loosely defined.

But you will not be considered in-state at Maryland
 
What state taxes do you pay? If you are a dependent and didn't file yourself, your residency is usually where ever the person who listed you as a dependent has residency.
