How much emphasis does the admissions committee place on DO recommendations? I'm looking in hindsight now, as I plan on how I can improve my file when I reapply.

Well, it is tough to say because every school has different admission boards composed of different people. It may sound trite, but I think that you should take every step possible to ensure that every element of your application has enough appeal to tilt the scales in your favor. And the more deficits you have in your application, the more important your letter of recommendation becomes.
