Do schools accept in-state students with stats above their normal range?

My dream school is an in state mid-tier school that I've wanted to go to for years. A lot of family members and family friends went there.

Are they likely to accept me even if my GPA is average and my MCAT is far above their range? I know in-state schools accept students if they would likely attend the cheapest school, but I don't plan to apply for loans or financial aid.

Any opinions?
