Do schools accept in-state students with stats above their normal range?

My dream school is an in state mid-tier school that I've wanted to go to for years. A lot of family members and family friends went there.

Are they likely to accept me even if my GPA is average and my MCAT is far above their range? I know in-state schools accept students if they would likely attend the cheapest school, but I don't plan to apply for loans or financial aid.

Any opinions?

Most public schools get their best students from IS.
Your ability to pay (or lack thereof) has no effect on admissions decisions.
