Since there is a small gap in July between two consecutive cycles, what if someone who is wait listed applies again and his/her re-application is complete before orientation in August? Do schools have a different way of initially handling the application since the applicant is still on the waitlist for the previous year?

We would not do anything differently. A reapplicant student that gets in somewhere off a WL at the last minute will just withdraw their application in the summer and we will have plenty of time to fill any II that we might offer such an applicant. And though I predict there will always some WL movement in the summer, in the way of a domino effect, most WL acceptances offered will not come from people with NO A's. Some will, but it will not inconvenience us in admissions if that student has applied in the next cycle. Thousands of other applicants! Good luck!
