Simple - question is in title. Curious if they take into account where we went to high school and college, compared to where we currently live. I would think his would be especially important for In-state and regionally-bias schools.

For example say someone grew up and went to high school in New York, went to college in New York, but then moved to California and lived there for 1-3 years before applying to MD & DO programs. How would a college with an IS or Regional Bias view this situation? Would they have access to knowing where that student grew up and went to high school?

As I recall, they do ask for where you went to high school, but what seems to really matter is whether or not you're a legal resident of the state (or region for schools like UCR) that they represent.

They ask for your birthplace, where you were primarily raised during childhood, and which high school you graduated from

Yes, they can see where you were born and went to HS. It varies by school, but those things are taken into consideration as a sort of tie to the region.
