If you're taking powder creatine, take it about 1 hr before working out, so you can get the energy boost during workout and your muscles are not depleted of creatine during and after workout. Don't forget to take it with carbohydrate drinks such as Gatorade for it to be effective. Taking it with water is like pissing your money away!
I read that creatine remains in your blood stream from 1.5-2 hrs upto days once it's absorbed into muscles. So I don't think that it's really matters much whether taking it before or after workout. But I prefer taking it before workout for the above reason; plus the protein taking after workout already contains creatine in it, so the extra creatine taking after workout is not really needed.
One of the reasons for taking creatine after a workout is to help with recovery (?) Another possible reason is after a workout the body is in a growth phase (anabolic). Taking creatine after a workout helps getting the creatine absorbed into the muscles.

There was a guest speaker for my Nutrition class. She's a Register Dietitian who was a trainer for a football team, she also recommended taking carb drinks with creatine.
