Does prematch exist for fellowship application?

Just wondering if fellowship programs can sign contract with applicants outside of NRMP match anymore? I have heard that residency programs can no longer do that

Yes, they can. I don't remember the rule exactly off the top of my head but it's something like 75% of positions must be in-match over a 3 (or 4 or 5 or whatever, it doesn't really matter) year period.
