Does SOAP work like this?

I plan to participate in SOAP. I registered late and did not have time to apply for any program during this season, so I have to go for SOAP directly to try my luck.

I assume SOAP work this way: after the list of unfilled programs come up, we apply for up to 45??( not sure the max number) programs through ERAS, then wait for contact from program. Meanwhile we are not allowed to contact programs. The program will contact applicants they are interested in for interview(phone?) and offer the positions.

Is this way SOAP works? Please correct me if I was wrong.

It's from last year, but the process will be the same. I thought there was a video explaining it all well, but I can't find it now.

The major confusion last year was that applicants thought that the calls would come fast and furious, becuase that's what happened in the prior scramble. Instead, it's a slow process. There are 10,000+ unmatched applicants, and only a few hundred open programs. They get inundated with 1000's of applications, and downloading them takes hours, let alone reviewing them.
