Does the decision status in ADEA change from complete to under review when a school start to review my application? If the decision status is still received/application complete, does that mean the school haven't looked at my application?

I wouldn’t otherthink what AADSAS status says. The only ones you should be focused on is “invited for interview” and “offer made”. Everything else just omit for now. Trying to play guessing games with what’s going on in AADSAS will drive you crazy.

Ask the schools. Often they have their own portal so they don't really curate their AADSAS statuses (though I agree they should anyway).
