For example I was once a resident of New York State and had lived for over 5 years there and also have a lot of Family instate. Would this help when apply to New York schools?
 
It won't hurt...On the list of things that matter, this will be very low. I could see it helping* in a post-interview letter of interest or intent.

*very very minimally

Hmm I'm asking because I thought many SUNY schools don't like taking anyone who are OOS.

None of the SUNYs have OOS preference.

As a side note, if you happen to apply to SUNY it would help mentioning that you have a connection to NY so as to convince them that you're really interested in them and they're not a backup.
 
I was kind of wondering this about Cali schools. I have a lot of relatives down there and even lived in San Fran for a while. I assumed it would not help or hurt...
