Everything he mentioned is legit and sound. His wording might be a little bit goofy, but the idea of very close outpatient follow-up is resource heavy and not entirely tenable in the current system.

Other, much more evidence based systems like the UK have pitched these similar guidelines, but have faced notable public backlash over it (IE uncontrolled diabetics, morbidly obese, and smokers are back of the line for joint replacements).
 
this would have been perfect in the past in a primary care model.

nowadays, since medicine is above all in the U$ a bu$ine$$, it wont fly.

erm, this of course depends on the type of cookie.... you deserve whatever you get if it is some weak cookie like a biscotti or coconut...
