If a student came in with a low transfer-gpa through dual-enrollment credit courses taken in high school, will this be a major factor in decision? Or is the cumulative GPA only taken into account?

So your dual enrollment grades will hurt you. But they're dual enrollment and you can explain that in the app. Itll probably be fine, just a weird side effect of how amcas works
