E-Submitted, waiting on dentist LOR Question!

Hi everyone! So I e-submitted, I have my committee evaluation uploaded and GPA verified, etc etc. My application is pretty much complete except I am waiting on my dentist's LOR. I only asked him for an LOR because these two schools I am applying to require them. My application will probably be mailed this friday. My question is whether the schools that do not require a dentist rec consider my application complete? In other words, will adcom at the schools that did not require any dentist recommendation start reviewing my application. Hope that is not so confusing. Thank you!

sadly, I don't think so.

Schools see on your application that you have a letter that is still waiting to be processed, so, schools will hold you app until it is no longer pending. (Some schools review apps with missing items though) Thats how it was for me two years ago at least.
