E2 mechanism question

For the most part it is the same,

But in reality in a secondary leaving group a weak nucleophile but strong base ( -OR) favors E2 and weak base Strong nucleophile (CN) favors Sn2

But I don't have the problem in front of me so I don't know the context.

Quick question. Isn't the rate law of E2: k(substrate) (base)?

In Destroyer number 224, base is replaced with nucleophile. Is it the same?

Yes,,,,it is. As a general rule....recall Nucleophilicity parallels basicitry !!!! For #224.......It is the same.
