I've joined clubs and tried out different activities over the course of my college career but never longer than one semester. This obviously shows a lack of dedication but nothing has really held my interests so far. When the time comes should I even bother to list these things on my app?

You can but remember that anything you list on your app is fair game for interview. You can probably list them all in one work/activity spot as misc. clubs and explain you were exploring various interests in college. As long as you have other good ECs, it won't hurt.

I wouldn't list each activity on your EC section. Need to save all 15 available slots for valuable experiences where you can show how you've benefited from each.

Clubs don't help you in the med school application process unless they lead to a leadership position or are a route to doing community service. If you list them at all, I like Isoprop's idea of putting them all in one space which you could call "Short-term Club Involvement."
