elective without step 1

hi all
i'm international medical student and i haven't pass USMLE step 1 yet

i need to know if there are any universities offering elective to international students and don't need usmle step 1 score?

I went to Cornell and they don't require a Step 1 score.

Most of them don't require a step I score or even grades. They want to know that you've completed core rotations, are in good standing at your school, have malpractice coverage, are vaccinated. A lot don't even require a CV. Might be different for international students. But I know that's the case applying domestically.
