Just want to make clear.

The fastest way for a electron donating group to be added on to a molecule, is by a electron withdrawing group on the benzene correct? If so, is it true the other way around?

A fast way to add on an electron withdrawing group is by a molecule that contains an electron donating group?

I'm not quite sure what your question is, but having and EDG will make it easier to add another group onto the benzene ring--be it an EDG or an EWG. This substituent will add ortho and para. If you start off with an EWG on the benzene ring it is difficult to add another substituent onto the ring, but it can be done and it will add meta. Having an EWG group doesn't make it easier to add an EDG or EWG it makes it harder. Having an EDG makes it easier to add an EWG and EDG.
