Eligibility for USMLE Step 3 Exam Registration?

I am aware that several states allow you take Step 3 before beginning residency training (i.e. NY, CT, MD).

Does anyone know if these same states require completion of medical school (and hence, possessing a medical diploma) in order to register to take the USMLE Step 3 exam?
