EM residency in US, practice in Canada

Is it theoretically doable to finish a 2 year FM residency in Canada, then apply to an EM program (mostly 3 yrs) in US, then come back to Canada to function as (at least a CFPC-EM) full-time emergency doc?

I know that on can directly go to one additional year in CFPC-EM, but I also want to give myself the choice of practicing down the south

depends on where you want to work. Many EMs in smaller communities are staffed by FM docs without EM, so you could work there. Work in a larger centre will depend on their specific requirements which probably vary from place to place. Best is to contact a few hospital and ask.
 
If you want to do em in either place easily, you would need a 4-yr em residency from either country. Good luck matching into us em after a 2-yr can fm residency. Good luck getting a regular em job in canada with a 3-yr em res from the us.
