entropy at equilibrium

i came across somewhere that stated "entropy change for a process at equilibrium is always 0". does this refers to the entropy change for the universe and not for the system (since EQUILIBRIUM process is a REVERSIBLE process)? if anyone could further elucidate, thanks very much
