A bit confused with the timeline of things...

It says in the information book that once the application is submitted there can be no changes. It looks like we can start submitting July 15th and the programs can download on the same day. Does that mean we have to wait to submit until all our LORs are complete? I for one know I'm not going to have all my LORs by July 15th but I would be worried if I'm waiting for them while apps are already being downloaded by programs.

If this is the case, it will be you and 95% of other people. The average person has their first away in July anyway. The only people who wont have a problem are those with SLOEs from 3rd year. Perhaps someone else can weigh in, but I hope what you are saying is not the case.
 
As a DO student, it is correct that you can start submitting apps July 15 and DO programs can download the apps the same day. With DO programs, the early bird gets the worm. I can't emphasize this enough...you definitely need to have your part of the app complete and submitted on July 15. There's no excuse not to. Ideally, you would have all your letters in by July 15 too. I had all my personal physician letters in the first week of August. I did not use a SLOE for DO programs.

Some DO programs start issuing interview invites the end of July and early August. I had two scheduled already before August 1. There are also programs who wait until September to issue invites. It varies. Some programs will invite candidates for interviews without all of the required letters. Some programs require that all letters be in before they extend an invitation. Some programs require a SLOE. Some programs don't care if you have one. There's no consistency. Your goal should be to be as complete as possible by July 15th. I did an away rotation to get a SLOE in August. My SLOE wasn't ready until late October. Useless for DO programs that wanted it since most had stopped extending interviews by then. Practically useless for MD programs, but I did end up getting a few late MD invites, and ended up matching.

wow. thats what I was afraid of. I was thinking that by doing a rotation in august for a SLOE, that would be early....apparently not the case.

No. Your "application" and your letters are separate entities. You can continue to submit LORs as they become available. That said, some programs will not even bother to review your application until it's "complete" meaning 3+ LORs received, so when you finish your electives, make sure you talk to the course directors about their LOR timeline.
