Does anyone know whether you can apply to programs that include an intern year if you've already completed it? Some anesthesia, radiology, etc programs already have a built in intern year and are not advanced positions.

There is no ERAS or NRMP directive that prevents this. Some programs will decline to interview/rank you as they may not want to duplicate your training. Some will be fine with it. Some will want to avoid it because of the funding difficulties it will create in the last year of training. The only way to know is to ask, or apply and see what happens. The first is extra work. The second is extra money. Pick your poison.
