It won't let me apply! It says that I cannot apply since I have no certified and submitted my application. What does this mean and what should I do? What did I do wrong?

Seriously? Have you read the myeras application manual? If you read it, it would have answered the majority of your posted questions. I'm sorry but you have to take some responsibility and read a little.

You have to submit your application before you can apply to programs. Under the application tab, there is a button that says submit application.
