eras SOAP: how do you reapply to a prog you applied to earlier

one of the programs i'd applied to earlier is on SOAP and there doesn't seem to be a resend option- there's just the option of 'withdrawing'. does this mean I cannot apply to it? Thanks.

EDIT: do you withdraw and then reapply?

PS: NRMP don't exist on the phone when you need them.

If I applied to IM CATGO previously and want to apply to PRELIM NOW, I don't see the option of indicating that.
