error in rapid review pathology ?

i started reading RR pathology by goljan and I noticed something really confusing :

on page 3 : it says that inspired o2% from 0.24% to 0.28% or greater does not increase the pao2 in ventilation defects (shunt) whereas it does increase the pao2 in perfusion defects .
My question is this : isn't something wrong with 0.24% ??? i thought about it , i think he means the Fio2 which is the inspired fraction , But , it's supposed to be either 0.24 OR 24% if ur using the percentage !! it can't be 0.24% , it means i'm breathing 0.24 O2 whereas we breath 21% O2 normally i guess !!
i have no problem with the concept itself , the older version and other books just say that 100% oxygen doesn't increase the paO2 .
I looked around and found an errata file which was HUGE and took me an hour to correct the mistakes in this huge book , it had all corrections but this one , which means that i'm probably not getting the idea right .

since this is considered the best pathology book and it had all those mistakes , this brings me to my 2nd question : do other books have mistakes too that I haven't noticed ? could u give me links to their errata please ? like High yield , kaplan , BRS books?

any help would be appreciated ! thank u very much
