Establishing TX Residency?

My sister moved to Texas in March 2014 as a permanent resident, she attended community college for the Fall 14 / Spring 15 semester and is now transferring to UT Texas.

Our parents live in Kenya (but are US permanent residents), and given that she lived in Texas for more than 12 consecutive months why would she still be classified as an out-of-state student and not an in-state student.

Any help?
 
because Texas owns the definition of Texas residency, and Texas has legislated that a legal Texas domicile is defined by residing, registering, licensing and preferably paying taxes in Texas, not as a student, for at least a year (2 years? might be 2). This is typical in most US states.

In other words, after you or your parents have contributed tax money or labor to a state, then the state is willing to help you out with tuition.

It's 12 months. I just went through this (moved to Dallas in July 2014 to start a job, switched tag and DL over to TX, and am classified as in-state for this application cycle).
