Q1. Does anyone know if we have to report driver/pilot who is blind/ has seizure/ schizophrenic with hallucination to Authorities?

Q2. Should we tell a 10 yr old that he has Cancer or is going to Surgery if it is againts parents wishes?

For Q1 you should strongly encourage the patient to stop driving. The answer to your question is yes, a doctor has the right to report a visually impaired driver to the DMV.
