What are the best extra-curricular activities I can do to better my chances of getting into EM programs of choice? Is research as emphasized in EM as it is in other specialties?

I'm a third year now, so I have a little bit of time.

Research is good for the more ivory tower type places but in general not required. Community service and leadership positions are always good. In general being active in your school's Emergency Medicine Interest Group helps. Also a good rule of thumb is to be very active in a couple of organizations rather than spread thin through a bunch.

find an extracurricular activity that really interests you, and do it passionately. screw what might look good on an application. people see right through that.

New Haven has cleaned up quite a bit. I have to say though, for all the crap I hear about how much crime there is in New Haven, the crime rate is NOTHING of what Atlanta and Savannah had per capita. This is like a safehaven here.
