What is essential for an individual to become FACR (Fellow of the American College of Radiology)? Is 99% of it publications and being prominent in the field?

What are the advantages to being a FACR? It seems that there wouldn't be any advantage in private practice but that there would be advantages in academia.

It takes a very long time to become FACR. Check this out. Look under the section entitled "Items to Include with Nomination Form" on page 6 (as Acrobat counts it).
