Failed USMLES and then passed, chances?

I have a family member who is a graduate of a top caribbean school, excellent interpersonal skills and extracurriculars throughout undergrad and med school. He is currently doing research at a top school. But he failed USMLEs the first time (test anxiety) and passed second time with above average score for psych. He currently has only 1 interview invite, place where he rotated, and about 5 rejections. What can he do to increase his chances to match into psych this time? And has anyone been in a similar experience?
Would appreciate feedback
 
which step did he fail? how many programs did he apply to? he should apply to additional programs as back. have his research pi put in a good word for him after he interviews. reach out to any contacts he has at any of the other programs he is hoping to receive interview.
 
Apply to more places. If he only has one interview and five rejections, I'm guessing he didn't apply to enough places.

Also, it'll be hard to know exactly what to say if we don't know more about his application. Has he passed Step 2ck and Step 2cs? How are his rec letters and his Dean's letter? How many publications does he have? How is his personal statement?
