no, it's new, as you said. However, the PhD portion of the program is related to the famous Scripps research center out in California, so that would be a positive (although, Scripps Florida is by no means on par yet with it's sister in Cali).
If possible, avoid new programs. For real. I'd considered one, but when questions of logistics came up with medical school, there were no policies in place to protect students from being caught in our position: med school upset we do research and grad school wondering why we're in med school if we're going to be researchers. Established programs have developed protocol to the "we-don't-like-so-and-so-because-they're-missing-class-for-a-conference" sort of thing...
