i just recieved my federal pell grant check in the mail today. do i just go the a western union and cash it or do i put it in a bank? also, what are the limitations for its use ( can i only use it for books?)

You can use it for whatever you want. Why would you go to Western Union? Go put it in the bank and use your checkbook/credit card.
