After one re-send and 7 weeks of waiting, Penn State has finally found (ugh received) my employee LOR that was holding up my application. Oh it feels good to finally be complete.
Heads up to everyone else - they are REALLY behind on their mail. They said that they lost an admissions employee and are in very bad shape. If they have not received anything of yours, try to politely prod them to search more carefully. It worked for me!
