i just got my second ON HOLD, what does this mean in terms of getting an interview and becoming accepted? does this mean that if there spots are not filled by after the first round then i become a candidate for an interview for those spots even if others are already waitlisted?

If you haven't interviewed at Marquette, I would say your chances are pretty much zero at this point unfortunately.
