Final School List for re-applicant with significant IA

What's your plan if you dont have any success this upcoming cycle? Because you know you the challenges you face and if the same thing happens this cycle it's a pretty good sign you either need to give an extended period of time before reapplying or give consideration to a Plan B.
There isnt really any point applying to many of the schools you are a reapp at that already declined once, particularly the high end ones (ie CWRU, Pitt, Mayo, Boston U many of the UCs etc). You need to apply rather broadly so those apps that are just donations that could be used elsewhere is noteworthy.
Perhaps give consideration to the DO route as well. It's hard really to give much in the terms of tips/advice etc. How each school will react to something like this, that's very difficult to say with no clear answer. Best thing is to apply quite broadly and go into this with an open mind. Many will say no without much hesitation. Even for those who might show interest, something like this being in the back of their mind as they evaluate your app isnt an easy thing to overcome. But all it takes is one and there are certainly examples of people with some rather unfortunate previous blemishes being given a chance by some schools. Like I said best thing you can do is go into this with an open mind and be prepared for anything both good or bad. Just like you might get lucky, you very well might find yourself forced to deal with some uncomfortable realities at the end of this cycle that require some difficult choices/realizations.
