A prokaryotic flagella starts to move when a bacteria is aroused by another bacteria, and wants to dock its flagella in the other bacteria's envelope for reproduction....seriously though 🙂 .... Prokaryotic flagella: know its made of the protein Flagellin and it propels the bacteria by making a rotary motion
 
Also, you can be aware that the prokaryotic it's GENERALLY Proton powered (H+), similar to the proton driven ATP synthase.

While Eukaryotic uses ATP as power (which is why human sperms have lots of sugar storage, i think...)
