A number of my top choices are shown on the interview thread has having sent invites out awhile ago. I have not received rejections either. It thas been over a month since I applied. Would it be appropriate to follow-up with an email expressing my strong interest to PD or PC?

I would wait, unless you have advanced interviews there. I received an interview yesterday from a program that posted on that thread weeks ago. It only offered one date, though, so my guess is we are "back ups" for cancellations, etc
