quick question of whether it's possible for HPSP students to obtain Foreign Language Efficiency Pay(I think that's what it is called) during their years in medical school. I know that reservists get it at a reduced rate, but I was wondering if anyone knew for sure what the specific policy is for HPSP students. I can never get in touch with payroll, so I'm posing this question to you guys. Thanks for the input!👍

Simple answer, no.

I qualified for the FLPP last year, but this year my language was declared "dominant in the force" just as they raised the pay from $100 to $400 a month. I think you should be able to do it while HPSP, but you'll only get the extra pay during your 45 day ADT. You'll need to contact the education or testing center at your nearest military installation to arrange to take the test (which is now much more difficult and takes two days). Once you pass the test you have to get the right form to the right pay people, and you have to repeat the process every year.

Simple answer, no.

I checked into it a little further. According to the Personnelman at Navy HPSP, in order to receive FLPP you must be certified by the service and in a billet which designates a need for that language. He said in no uncertain terms that HPSP would not be eligible for FLPP during their time in med school. Once on AD, you could apply, but not in HPSP.

thanks for the input. I'm AF and they may have slightly different policies, but it seems like it will be something i should look into a little further. I can take out my fiancee on nice dinners more often if i'm able to get a little extra cash😀

The policies are detailed in MILPER Message NR 06-233, which may be Army specific. The biggest change, at least for the Army, is that one does not have to be in a language billet to receive the pay, and it has increased to $400 a month per language up to $1000 per month.

A quick Google search didn't turn much up, so here I've pasted the first part of the message. The whole thing is like 20 pages long, I could email it to you.

The military recently changed its policy on FLPP. First of all, it's now FLPB (it's a bonus instead of a pay.) Also, anyone can get it.... if you know the right language. Career linguists and foreign affairs officers can still get it for any language. Look up OPNAVINST 7220.7F. It just came out in 2006. The wording for eligibility states that any member (officer, enlisted, or midshipman) is eligible for the pay regardless of rank, rate, or billet if any one of the following criteria are met: 1) You are a career linguist 2) Your language is strategically important and not "dominant in the force" 3) You learned the language at DLI. There were a few other ways to get the pay, and the pays are different depending on the language, but those are the basics. My PS2 had absolutely no clue about this, and I got the heads up on the change of instruction from a friend of mine at DLI. Basically, if you are a doctor who knows Spanish, you get nothing, but if you know Pashtu, you're a couple to a few hundred dollars richer each month depending on your DLPT score.
