Well when it comes to health professions overseas, you'll either be over qualified (3rd world country) or unqualified (I know US nurses aren't necessarily qualified to work in Europe). You will have to do a lot of research to get the process moving.
What country do you want to go to? Do you already have a passport? If you're still in High School than you have a long way to go. You might change as a person so no need to really worry now.
Rule of thumb: train where you want to live. American medical schools are so expensive, I don't really see the point of taking on all that debt, to move somewhere else.
