The service arm of boy scouting is huge, Scouting for food, Eagle scout projects, ect. I mean the freaking slogan is "Do a good turn daily". It's hard to be a boy scout and actively advance without doing community service. I would say that It means a lot to be a boy scout leader. I have been a leader for the past 2 years or so and its all on a volunteer basis. I love it though!
I included my Eagle scout project hours, because I actually finished my Eagle project during my first summer session as a freshman. I did not include all of my scout hours though from before college, I think that is not what they are looking for.
So in answer to the OP, I don't think you should have included all the hours that you were in scouts as a member, only the ones where you think you were actively doing service, focusing on your endeavors in scouting during your college experience. Just my opinion though.
The same goes for Missionary service. Include weekly service hours, not every hour you were awake.
